Spain to tap around 40 billion euros in EU funds for banks

BRUSSELS/MADRID (Reuters) - Spanish Economy Minister Luis De Guindos confirmed on Monday that the country's government would request around 40 billion euros ($52 billion) in European financial aid for its troubled banks.

"For the nationalized banks (...) the amount is going to be around 37 billion euros. In all, we are talking about 40 billion euros, which is the number we have always had in mind, about 3.5 percent of GDP," he told reporters in Brussels.

The total takes into account a public capital injection for the bad bank and some limited capital needs for banks which have not been fully nationalized.

Spain was granted up to 100 billion euros of aid in June as part of a euro zone rescue fund to clean up a banking sector crippled since a property bubble burst five years ago. Newspapers and ministers have talked about an initial tranche of around 40 billion euros that had until now not been officially confirmed.

Bankia, which sought a 23.5 billion euros bailout from the state in May, is expected to take the majority of the bailout money. The other three already nationalized lenders are Novagalicia, CatalunyaCaixa and Banco de Valencia.

El Pais reported on Monday that apart from the 37 billion to be disbursed to these four lenders 2.5 billion euros would be injected to capitalize the recently-created bad bank, known as Sareb.

The newspaper said an additional 2 billion to 3 billion euros of European Union funds would be used for other banks that may need public money.

On Sunday, El Pais said European authorities would transfer 35 billion euros to Spain's state bank rescue fund on December 15 in exchange for massive lay-offs at the four nationalized banks.

This followed comments by Spain's deputy economy minister Miguel Temboury last week that the country would probably tap less than 40 billion euros of aid from the euro zone rescue fund.

Treatment as bargaining ? Ian Ford

As for many people, reading ?Don?t Mourn For Us? for the first time was a deep experience, and I hope you will read it if you haven?t. I had the related idea this morning that much of the therapy that is done to autistic children represents people being stuck in the ?bargaining? stage of the ever-popular 5 stages of loss. And the problem with the apparent or actual effectiveness of some of that therapy is that it might prevent those parents from moving forward into depression and then to acceptance. In the list of stages below, the quotes are from a wikipedia contributor, and I?ve added in parentheses what autism parents seem to be doing while in those phases.

  • Denial ? ?This can?t be happening, not to me.? (Doubt the diagnosis is correct.)
  • Anger ? ?Why me? It?s not fair!?; ?Who is to blame?? (Crusade-like search for causes, such as vaccines.)
  • Bargaining ? ?I?ll do anything/give my life savings if?? (Behavioral therapy.)
  • Depression ? ?I?m so sad, why bother with anything?? (Nothing.)
  • Acceptance ? ?It?s going to be okay.? (Support the offspring in their own path!)

In the bargaining stage for some autism parents, they actually do spend their life savings as a way to try to buy back the child that never existed. If the actual child learns to act like that never-existed ghost-child, the false wish-induced memory sparked by that charade may feed the parents ?hopes? and they could stay in that phase of grief for a very long time.

An insightful wiki editor also posted on that same page: ??All truth passes through three stages. First, it is ridiculed. Second, it is violently opposed. Third, it is accepted as being self-evident.? said Arthur Schopenhauer of the learning process, which corresponds to the five stages of grief with denial being ridicule, opposition being anger and bargaining, and acceptance being depression and acceptance.? For me, the truth of autism is that people are different, and that enlightenment comes from walking in our own path no matter how unusual that is, not from conforming. Every prophet and major philosopher agrees with me on that point (I mean, I agree with them). Yet some people are violently opposed to that idea, which again tells me that they are very very stuck in the bargaining phase of their grief.

I suspected some parents have used the 5 stages of loss as a self-help tool, and sure enough, a quick web search reveals lots of stories. But in the first 4 that I read, I found only pseudo-acceptance, not real acceptance. Here are some excerpts:

Story #1, explaining a mom?s ?acceptance? of a daughter?s autism: ?I have my moments of sadness that Natasha is autistic ? but I?m realizing more and more that being autistic isn?t the end of the world. It felt like it in the beginning but, through listening to Natasha?s therapists and seeing Natasha making progress in things Tom and I questioned whether she would ever do, I?m learning that it?s not [the end of the world]. It?s still hard. I still have problems when I talk to mothers of children who are around the same age and they tell me their child never stops talking. They inevitably always ask if Natasha does the same thing. Part of me knows it?s just making conversation, small talk ? but it doesn?t stop a little pain going through my heart.? To me this story is about denial (maybe she?ll eventually turn out normal), shame, and depression.

Story #2, admitting she doesn?t accept autism at all: ?The acceptance stage is the one that makes me the most worried and the least confident. ? That stage won?t be complete until I stop wishing I had known more, or stop wanting to turn back the clocks or stop being so determined to tell others that they could have a better chance than I. I have accepted a lot of things in life, much too many to list, but I will never accept that what happened to my child and what started his potentially life-long, debilitating, devastating developmental issues are allowed to be acceptable for the greater good. Never.?

Story #3, using the word ?acceptance? to mean resignation? ?And it has lead into this Acceptance stage. Accepting his physical problems, and continuing to work toward better management and treatment, but not being overly crazy about it. Accepting his skill levels and working with his whole team to improve his learning without being crazy about it?and also showing them how much I really appreciate all that they do for Levi. Accepting that the future is unknown, and that in itself is scary, but it is okay to be scared?and just doing the best we can now, and planning for the future as best we can.?

Story #4, denying the value of acceptance altogether: ?One of my goals ? is to present an alternative to these ?default? stages that treat an autism diagnosis as a devastating loss, [by presenting] a series of steps that parents can take to fully understand their situation and go beyond mere acceptance.?

All this mourning, treatments of defects, ?hope?, and ?progress? are a mental cycle of the parents stuck in their grief. Becoming un-stuck hinges on spiritual depth of the kind that contradicts the cycle.

If you have any kind of spiritual life, you know there is an inside, a soul, or some place where seeds of future growth germinate. You know that great artists have immeasurable gifts that do not come from any school or book, but they are of a deeper sort. If you have ever loved, you have been moved to protect the fragile gifts of someone else, because you wanted those gifts to come out. You believed that there was much more to a person than meets the eye.

Any authentic greatness that a person achieves, whether in the arts or in virtues or in competition, starts deep on the inside, and only the final result is seen on the outside. If a comedian says five words and a million people laugh, how did he do it? The external behavior can easily be copied but the much more significant internal process is unique and not reducible to elements.

When I think of myself, I think of fundamentals and the things that are built on top of the fundamentals, like this:It may not be the same map for everyone ? you could argue that non-autistic people base their knowledge on language, so language might be lower down for them. But in any case, there is depth which drives the surface.

The bargainer?s way out may be to remember their innate knowledge that there is an inside. Everyone knows intuitively that it is there, and even the system of mental health clearly acknowledges this. If you go to find a therapist for yourself, you run across lots of professionals who focus on deep mindfulness and the cognitive and emotional levels, and stress the therapeutic relationship. When the customer is paying the bill, they don?t offer behavior therapy; they focus on the base levels of the pyramid.

But when the parent or the insurance company or government is paying the bill to fix some powerless child who is said to be broken, the ethics suddenly change and the treatment providers are all about the upper, visible parts of the pyramid: the behavior. Even though that is not where the answer lies, the systems of education and ?behavioral health? churn at that level. It is as if there is nothing inside. Or, perhaps the systems suspect something is in there, but they focus only on what they can conquer, and they know they can?t conquer the inside. Or they exist to feed off the bargaining stage of parents? grief, and there is more money to be made that way. Or, perhaps these institutions are actually encroaching on the soul ? where my worst fear begins.

I suspect that people mired in the bargaining phase are often not aware of what it would look like to release that and move on. It would look like you are raising a non-broken child, because that is the truth. Like any other child, you would nurture their strengths and challenge them to the next level. And like any child, you would teach and demand some manners and other behavioral standards. But you would not throw away the soul as a Faustian bargain in exchange for the surface behavior.

Ohio inmate loses bid to stay his execution because of weight

CLEVELAND (Reuters) - A federal judge said on Monday that an Ohio death row inmate weighing more than 450 pounds cannot be given a stay of execution because of his obesity.

Ronald Post, 53, is scheduled to be executed January 16 for the 1983 aggravated murder of hotel clerk Helen Vantz in Elyria, Ohio.

Since his first appeal in 1997, Post's attorneys have argued that his weight, of more than 450 pounds, in combination with the state's death penalty drug protocols creates a certainty of, "substantial risk for serious and psychological pain" and a "torturous and lingering death."

Attorneys for Post argued that his obesity would make it difficult to find a vein for a lethal injection and that the alternative of an intramuscular injection might not kill him because of his weight.

Judge Lesley Wells ruled in federal court in Columbus, Ohio on Monday that Post's latest court filing did not present any new arguments that warranted a stay of execution.

Post was sentenced to death by a three-judge panel in 1985. The prosecution contended that Post confessed to the murder to multiple people and once arrested tried to pay others to kill witnesses.

The motion for a stay of execution will now be sent to the Sixth District Court of Appeals for review.

GOP opposition to diplomat Rice begins to crack

(AP) ? Republican opposition to U.N. Ambassador Susan Rice as the next secretary of state began to crack Sunday as Sen. John McCain said she was "not the problem" in the White House's handling of the Sept. 11 attack in Libya and suggested he could be persuaded to swing behind her possible nomination.

McCain's comments provide an opening for the Obama administration, which struggled mightily in the weeks leading up to the Nov. 6 election to tamp down speculation of a cover-up involving the attack against the U.S. diplomatic post in Benghazi. The assault killed four Americans, including the U.S. ambassador to Libya.

At issue is Rice's account ? as the administration's representative on the Sunday talk shows Sept. 16 ? that the violence was the spontaneous result of a mob angered by an anti-Muslim video posted on YouTube. She said she relied on talking points provided by the intelligence community that were later discredited.

"I think she deserves the ability and the opportunity to explain herself and her position," McCain, R-Ariz., told "Fox News Sunday." ''But she's not the problem. The problem is the president of the United States" who misled the public on terrorist involvement.

McCain's remarks were in contrast to his previous stance that Rice wasn't qualified to replace Hillary Rodham Clinton, who is expected to step down soon as the top U.S. diplomat, and that he would do "whatever is necessary" to block Rice's possible nomination.

Rice is widely seen as Obama's first choice for the job as secretary of State. As the top Republican on the Senate Armed Services Committee, McCain would have considerable sway in the Senate's screening of Rice.

Sen. Lindsey Graham, McCain's close friend and colleague on the committee, told ABC "This Week" he still suspects the White House intentionally glossed over obvious terrorist links in the attack to keep voters from questioning Obama's handling of national security.

But instead of repeating his prior assertion that he was "dead set" against a Rice promotion, Graham suggested he looked forward to hearing her out. If Rice were nominated, "there will be a lot of questions asked of her about this event and others," said Graham, R-S.C.

The subtle shift in GOP tenor on Rice could be the result of internal grumblings on how far to take party opposition. Democrats picked up extra seats in the election to maintain their narrow majority, making it that much harder for the remaining 45 Republicans to block the president's nominees.

One senior GOP Senate aide said Sunday that Republicans hadn't united against Rice and were not convinced that she was worth going after.

"There's a definite sense within the caucus that you have to be conservative about where you put your firepower," said the aide, who spoke on condition of anonymity because the official was not authorized to speak publicly on internal GOP deliberations. "The question is whether the caucus is prepared to filibuster her, and I'm not sure we were."

Intelligence officials have said they knew immediately that the Sept. 11 incident was a terrorist attack and suspected that the local al-Qaida branch was involved. But they also initially believed that the attack may have grown spontaneously from a protest against the film.

Unclassified talking points provided to Rice and other administration officials in the days following the attack omitted references to terrorists and al-Qaida because intelligence officials said the information was tenuous and could tip their hand in the investigation. The administration also didn't want to prejudice a criminal investigation.

Rice said she used those talking points in Sept. 16 interviews in defending the administration's protection of overseas diplomats, saying "clusters of extremists" had "hijacked" film protests. Officials say it wasn't until after Rice spoke that intelligence agencies adjusted the assessment to clarify that the attack was not spontaneous or related to a protest.

Rep. Peter King, R-N.Y., chairman of the House Homeland Security Committee and a member of the House Intelligence Committee, said Rice should have reviewed the raw classified intelligence and not just relied on unclassified talking points provided to her.

Graham said he remains unconvinced that Rice was relying solely on information provided to her by intelligence agencies. But Graham said he is most concerns with the broader administration's handling of the matter.

"This is about four dead Americans," he said on "This Week" on ABC. "This is about a national security failure. We need a focused look at what happened here."

MIAMI (AP) - Ryan Tannehill was hardly a rattled rookie as he stood in his end zone, contemplating the long drive the Miami Dolphins needed with the score tied and 92 seconds left.

"You're excited," he said. "You know your team needs you to step up."

Tannehill did just that, moving the Dolphins 65 yards in six plays to set up a 43-yard field goal by Dan Carpenter at the final gun, and they rallied to beat Russell Wilson and the Seattle Seahawks 24-21 Sunday.

Tannehill had drawn criticism for mistakes down the stretch in close games, but he helped Miami score 17 points in the final 8:08. On the last drive he came through with completions of 19, 25 and 7 yards, as well as a 15-yard scramble.

"In this league you need to win some games like this," coach Joe Philbin said. "It's important for any quarterback to do that."

Tannehill pulled off his first fourth-quarter comeback victory, and the Dolphins overcame a seven-point deficit in the final period to win for the first time since 2005. Carpenter hit the winning kick on his 27th birthday to help Miami (5-6) break a three-game losing streak.

The Seahawks (6-5), unbeaten at home this year, lost for the fifth time in six road games, and coach Pete Carroll said he made poor use of last week's bye.

"I'm disappointed in all phases of the game," he said. "We didn't do the things we needed to do in the week off to get prepared. I screwed it up."

Tannehill and Miami caught a break with Seattle leading 14-7 early in the fourth quarter. Bobby Wagner intercepted a pass by Tannehill in the end zone, but the turnover was negated by a penalty on safety Earl Thomas for roughing the passer.

"I can't stop in midair like magic," Thomas said. "The NFL, they need some goggles."

Carroll called the penalty on Thomas questionable.

"He jumped up to block the pass and came down on the quarterback with no intent to hit him," Carroll said. "It was a very big call to make at that point in the game."

One play after the penalty, Daniel Thomas scored the tying touchdown on a 3-yard run. Tannehill chuckled when asked about the officials negating his turnover.

"They were looking out for me today," he said.

Leon Washington returned a kickoff for a touchdown for the eighth time to tie the NFL record and put Seattle ahead with eight minutes left. Miami answered with an 80-yard drive capped by Tannehill's 29-yard pass to Charles Clay, making it 21-21.

Wilson was the better rookie QB for much of the afternoon. He completed 16 consecutive attempts and finished with a hefty passer rating of 125.9.

"We did a lot of great things, but we did some stuff that's not characteristic of us," Wilson said.

The Seahawks lost yardage on their final three plays and were forced to punt from midfield, allowing the Dolphins to start at their own 10 with 1:32 left.

"There was no panic," Tannehill said. "Everyone felt confident out there."

Tannehill quickly moved Miami downfield and finished 18 for 26 for 253 yards and a score. He broke the Dolphins' rookie record of 2,210 yards passing set by Dan Marino in 1983.

Wilson went 21 for 27 for 224 yards and two scores, increasing his season total to 17 TD passes. He also ran for 38 yards.

With the score 14-all, Washington took a kickoff on the run, found a seam, juked past Carpenter and was in the clear to score untouched on a 98-yard return. Washington tied the career record for touchdowns on kickoff returns held by Josh Cribbs of Cleveland.

The lawn sprinklers came on between plays in the third period, causing a brief delay and drawing a roar from the amused crowd. Otherwise Miami fans had little to cheer about until the Dolphins' offense suddenly came to life in the fourth quarter after scoring only two touchdowns over the previous 13 periods.

Mindful of Miami's sputtering offense, Carroll played for field position, punting when his team had the ball at the Miami 40, 48 and 38. The conservative strategy helped keep the Dolphins pinned deep, and they started outside their 20 on only one possession.

Their touchdowns came on drives of 94, 82 and 80 yards.

"We never got rattled," said Davone Bess, who made seven receptions for a career-high 129 yards. "We just continued to stay poised, and Ryan hit the open guys."

Retirement Rocks: Ho Ho Home

I last spent Christmas at home in England in 1999. ?Every Christmas since then I've been in America and the last 5 have seen me in Florida.

Now I'm not sure if it's common knowledge, but it tends to be a bit warmer at Christmas time in mid Florida than in West Yorkshire but after only 5 years of experiencing a warm Christmas, it's not like the weather here is a shock to me.

Last year I remember sitting by the swimming pool in sunny Buttonwood Bay and thinking that it was very pleasant but I kinda yearned for a classic white Christmas again. ?What the hell was I thinking about !?!

Leaving aside the weather for once, in many ways I could still be in America. ?I still watch all my favourite US tv shows, in some cases a day before they are shown over there. ?I still talk with US friends (just via the internet now) and I still shop using Amazon (just the UK version now). ?Speaking of shopping, we seem to have taken Black Friday to our retail hearts and, as our economy desperately needs an injection of consumer cash, we've turned it into a week long event. ?Yes Black Friday Week is the new hashtag to look for on Twitter and with online shopping far outstripping actually going to the shops, who cares if it's cold and wet and generally miserable outside. Engaging men and boys is an important strategy to achieve that, but it is important to state that engaging men and boys should not be considered as an end in itself, but should be regarded as a means or strategy to an end; it does not mean that engaging men and boys disregards the involvement of women and girls. It is important to engage with either or both sexes depending on the situation. At some point initiatives should work with both sexes together as gender is a relational concept.

The following information is shared from Partners for Prevention?s perspective. Partners for Prevention(P4P), a UNDP, UNFPA, UN Women & UNV Asia-Pacific Regional Joint Programme for Gender-based Violence Prevention, believes violence is preventable.

  • What are the opportunities and challenges for engaging men and boys in promoting gender equality? How can men and boys be persuaded that gender equality also benefits them?

Opportunities for engaging men and boys in promoting gender equality are many. Anywhere they can make a difference and be change makers (especially in decision making positions, but certainly not limited to them): at home, in the workplace, at social events and sports activities, in the community, in society, etcetera. Generally, prevention approaches that engage men and boys entail strategies at the institutional/societal, community, family/interpersonal and individual level. Some examples are:

  • Sensitizing men and boys to downsides of dominant masculinity and femininity norms and harmful practices to both men and women?s self-concepts and gender relations;
  • Engaging men and boys in active transformation of their behaviors and practices, and hierarchical societal structures and processes;
  • Encouraging equitable partnerships by changing power dynamics between men and women and building healthy relationships, and facilitating processes of shared decision making contributing to social stability and more sustainable livelihoods;
  • Advocating for law and policy reforms, ensuring that legislative and policy frameworks acknowledge women needs and protection of basic (human) rights;
  • Supporting institutional transformations;
  • Involving male leaders (religious, cultural and political) and media to influence and transform men?s perspectives on gender equality aiming to change priorities and viewpoints of male decision makers at all levels.

Understanding of the influences of informal institutions, attitudes, norms, values, believes, power relations, family/gender roles and masculinities is important and, therefore, awareness should be raised and capacities should be developed to enable men and boys to act and transform these influences in the right direction. Besides for policy advocacy and programme development purposes, evidence from research can be used to raise awareness among and to strategically work with men and boys about how they can change certain inequitable and violent practices and behaviours.

It is also important to learn through systematic monitoring and evaluation of policies and programmes whether certain strategies were successful or not, and whether they can be adapted and/or scaled-up in other contexts. However, there remains limited evidence of what works well or what bring positive results.

A WHO report in 2007assessed 58 intervention programmes with men and boys in changing gender-based inequities, including 15 studies on GBV. Out of these 15 studies, four were considered ?effective? in terms of behavior or attitude change, seven were listed as ?promising? and the remaining four were reported ?unclear?. Programmes that were considered ?transformative? showed a higher effectiveness than programmes that were considered ?gender-neutral? or ?gender-sensitive?. Programmes that worked on multiple levels (from individual to societal) were considered to be more effective too. The types of intervention of the four ?effective? programmes were community outreach/mobilization and group education. Another WHO report in 2010described elements of successful programmes:

  • Positive messaging
  • Recognition of consequences of hegemonic masculinity
  • Informed by proof through evaluation and research
  • Acknowledgement that men are not homogenous
  • Different levels of intervention
  • Social change strategies like community outreach & mobilization and group education

Other evaluations of programmes (mainly on GBV in health and HIV/AIDS contexts) also indicated that primary prevention approaches can be effective especially through community outreach/mobilization and group education.

P4P identified 5 steps for effective primary prevention programming:

  1. Apply research findings to identify priority changes needed to prevent future violence based on risk and protective factors and identify priority target groups;
  2. Review global programme evidence and select appropriate intervention;
  3. Apply theory of change to articulate the drivers of the problem, the anticipated change, the strategy to achieve change and to sustain it;
  4. Contextualize and localize the intervention and consider how it will complement other activities that are already taking place;
  5. Monitor and evaluate the intervention to enable adjustments based on findings and to add to the evidence base for future programming.

P4P also identified a framework for action to prevent GBVcontaining 7 key action areas that could be coordinated among different actors at different levels. These 7 PREVENT areas are based on existing global evidence on risk and protective factors and on effective interventions.

  • Produce and apply evidence
  • Respond to, support and protect those who experience violence
  • Empower women and girls
  • Value community engagement
  • Educate youth and adolescents
  • Nurture healthy family relationships
  • Target alcohol and drug abuse

This provides an overall framework only. However, strategic priority areas for addressing violence should be adapted based on specific context of each setting.

Challenges:

There are probably as many opportunities as there are challenges. Gender inequality stems from informal and patriarchal institutions, attitudes, norms, values, believes, power relations, family/gender roles and masculinities that want to maintain the status of men which will have to be addressed in promoting gender equality.

Changing norms takes time and needs multi-pronged interventions and thus needs to engage various stakeholders and partners. Often, development programmes have short-life cycles and often are not strongly grounded on evidence and theories of change. It is important to have a long term investment in changing norms with right strategies, frequencies, consistencies, strong evidence- and theory-based grounding.

  • In your area/region, what are examples of successful programmes in engaging men and boys in transforming discriminatory social norms? (E.g. socio-cultural practices, caring responsibilities, employment rights, gender- based violence...)

As mentioned before, not many formal evaluations have taken place or have been reported publicly. The success of many interventions is often based on subjective viewpoints or initial responses to activities that make an intervention promising. Besides that, transforming norms and behavior are long-term processes and are often not achieved through singular programmes.

However, examples of promising approaches initiated by partners of P4P are in the area of:

  • Utilizing social media in combination of on ground activities to raise awareness and develop capacities on GBV prevention and provide space and opportunity for young people to be involved in preventing GBV;
  • Utilizing mass media in combination with theater for development and capacity development activities focused on men and boys through civil society organizations, government and sports federations;
  • School-based programmes with students from group 6-7 and their local context (teachers, parents, local government) to raise awareness, develop capacities and create a conducive environment on GBV prevention;
  • Producing film with discussion guide and other training tools for raising awareness and develop capacities among young men and boys regarding the consequences of gender socialization and providing options for more equitable and non-violence practices;
  • Raising awareness and developing capacities of groups of men to transform masculinities and achieve gender equality in their communities;
  • Working with male leaders (religious, cultural and political) to change their perspectives which influence community norms and behaviors;
  • Mobilizing communities through community communications and engagements.
  • Male counseling with (potential) perpetrators, and working with couples on healthy relationship and parenting.

P4P facilitates regional cooperation and collaboration through its support of two sub-regional consortiums of practitioners to undertake coordinated capacity development initiatives in South Asia (SANAM: South Asian Network to Address Masculinities) and East & Southeast Asia (RLC: Regional Learning Community). Each consortium is promoting critical knowledge on masculinities, power, gender-justice, and violence prevention through collective learning, curriculum development, partnership and mentorship, and solidarity building that is adapted to their own settings. From these sub-regional consortiums, national groups have been formed to start a collective learning process that help local activists and practitioners to enhance knowledge and skills on transforming harmful masculinities to promote gender justice and prevent violence. P4P also provides capacity development events for and technical assistance to civil society organizations, government agencies, and partners on collecting and understanding evidence, and designing evidence- and theory-based prevention programmes.

P4P also contributes to the global knowledge base by conducting research on perpetration of violence against women (prevalence) and its risk and protective factors, including through interviews with men, which provides useful information as the basis for interventions (like determining priority changes for GBV prevention and selecting priority target groups).

DUBLIN, Ireland - Ireland has opened a new investigation into the death of a woman denied an abortion of her dying foetus, as the government scrambled to stem criticism of its handling of an incident that polarised the overwhelmingly Catholic country.

Savita Halappanavar, a 31-year-old dentist, was admitted to hospital in severe pain on Oct. 21 and asked for a termination after doctors said her baby would not survive, according to her husband, but in a country with some of the world's most restrictive abortion laws, surgeons would not remove the foetus until its heartbeat stopped days later.

He husband, Praveen Halappanavar believes the delay contributed to the blood poisoning that killed his wife on Oct. 28. He has said he would not cooperate with an investigation already launched by the country's health service because he did not believe it would be neutral.


On Friday, the Health Information and Quality Authority (HIQA) watchdog, which is government-funded but independent of the state health service, said it had also launched an investigation after receiving information from the health service and University Hospital Galway, where Halappanavar died.

A solicitor acting on behalf of the husband said the new inquiry was unlikely to be enough to satisfy his client.

"My client has always made his position very clear ... He wants a public inquiry. He has made it clear he wants to get to the truth of the matter, so I don't think that the framework of HIQA will suffice," Gerard O'Donnell, told RTE radio.

He added that the next step would be to consider an application to the European Court of Human Rights, which criticized Ireland's abortion ban in 2010.

Halappanavar's death has reopened a decades-long debate over whether the government should legislate to explicitly allow abortion when the life of the mother is at risk.

Irish law does not specify exactly when the threat to the life of the mother is high enough to justify a termination, leaving doctors to decide. Critics say this means doctors' personal beliefs can play a role.

Though the influence of the Catholic Church over Irish politics has waned since the 1980s, successive governments have been loath to legislate on an issue they fear could alienate conservative voters.

Ireland's abortion stance is enshrined in a 1983 constitutional amendment that intended to ban abortion in all circumstances. In 1992, when challenged in the "X-case" involving a 14-year-old rape victim, the Supreme Court ruled that abortion was permitted when the woman's life was at risk, including from suicide.

But successive governments refused to make clear the circumstances under which a threat would make an abortion legal. After several challenges, the European Court of Human Rights ruled in 2010 that Ireland must clarify its position.

Prime Minister Enda Kenny, whose ruling Fine Gael party made an election pledge not to introduce new laws allowing abortion, said last week he would not be rushed into a decision on the issue.

The government was forced into an embarrassing u-turn this week when it removed three Galway-based consultants from the health service inquiry following criticism from Praveen Halappanavar.

The issue has raised tensions between Fine Gael and the more socially liberal Labour Party, its junior coalition partner, which has campaigned for a clarification of the country's abortion rules.

The country's president, Michael D. Higgins, a former member of the Labour Party, weighed into the debate this week when he said an investigation was needed that satisfied the dead woman's family.

Opposition party Sinn Fein introduced a motion to parliament on Wednesday calling for parliament to legislate on abortion, but it was rejected.

"Successive governments over the past 20 years have failed in respect of legislation. That failure is in large measure due to fear or cowardice," said Mary Lou McDonald, vice president of Sinn Fein.?

New drug overcomes resistance in patients with rare sarcoma

A new targeted drug demonstrated its ability to control metastatic gastrointestinal stromal tumor, an uncommon and life-threatening form of sarcoma, after the disease had become resistant to all existing therapies, report investigators at Dana-Farber Cancer Institute who led the worldwide clinical trial.

The treatment of gastrointestinal stromal tumor, or GIST, even in its advanced metastatic stage, has been dramatically improved with two oral targeted drugs ? imatinib (Gleevec) and sunitinib (Sutent). To date, these have represented the only two FDA-approved treatments with the proven ability to control GIST. However, in more than 85 percent of patients, GIST becomes resistant to these drugs after seven years and the disease worsens with fatal results.

The new study, whose results are being published in the Lancet, demonstrated that the oral drug regorafenib, which inhibits several cancer-promoting kinase enzymes, was able to control GIST for nearly four months longer than placebo in patients for whom Gleevec and Sutent were no longer effective, a result that was highly significant statistically.

"When added to best supportive care, regorafenib significantly improves disease control, as measured by progression-free survival time in patients with GIST after progression which represents failure of all other therapies," said George Demetri, MD, of Dana-Farber, principal investigator of this clinical trial.

Demonstrating the aggressive nature of this resistant disease, the study found that tumors objectively grew in less than a month, on average, in GIST patients who were initially randomized to receive a placebo. The study's "cross-over" design made it possible to treat those patients whose tumors grew, and 85 percent of the patients initially on placebo were able to receive regorafenib, which then controlled the disease in these patients as well.

Because of the study's cross-over design, Demetri said, it was not expected to prove that the patients initially randomized to receive regorafenib survived longer ? the researchers would have had to withhold the drug from the placebo patients to demonstrate that difference. "But there is no question that people are living longer" with regorafenib treatment, he said, based on the results of this trial.

An application to have regorafenib approved for use in resistant GIST is under an accelerated review by the Food and Drug Administration, Demetri said.

GIST is a rare form of sarcoma that develops in the gastrointestinal tract, mainly in the stomach and small intestine. GIST is estimated to affect more than 5,000 people per year in the United States and about 8,000 in Europe.

Regorafenib is a novel rationally designed drug manufactured by Bayer HealthCare Pharmaceuticals that was FDA-approved in September 2012 to treat metastatic colon cancer after failure of standard chemotherapy. It blocks several cancer-promoting enzymes called kinases, which spur runaway growth in GIST and other cancers.

The phase 3 international trial involved 199 treatment-resistant GIST patients at 57 hospitals in 176 countries. Of the 199 patients, 133 received a regorafenib pill daily for three weeks followed by a one-week break, while 66 received a matching placebo. The patients were monitored for at least one year after the trial began.

As for other targeted therapies, the drug did not often shrink tumors but controlled the disease for an average of 4.8 months before it progressed, while patients in the placebo group experienced less than one month (0.9 month) before the disease worsened. There was a high rate of adverse effects including high blood pressure, fatigue, diarrhea, and redness, swelling, numbness and peeling of skin on the hands and feet. These side effects were managed by reducing or interrupting the regorafenib treatment, the report said.

A companion report in The Lancet said that the drug had a "modest" benefit in patients with metastatic colon cancer. A commentary by David Cunningham, MD, of the Royal Marsden Hospital in England, said, "In the relatively rare GIST, the case for routine use of this drug in patients following failure of existing treatments is strong."

Demetri added "We know that regorafenib can inhibit many of the mutated proteins and abnormal signals that cause this cancer, and the next step will be to investigate the molecular mechanisms by which this new treatment can control GIST after resistance appears to other 'targeted therapy' drugs for this aggressive malignancy."

Complete guide to Siri commands for alarms, timers, and the clock

Siri ties right into the iOS Clock app on your iPhone 5, iPhone 4S, iPad 4, iPad mini, and iPod touch 5, which means if you want to be woken up at 7am, have a timer set for 10 minutes so the cookies don't burn, or find out what the hour is in Australia before you call, Siri can keep you alerted and on time.

How to set an alarm with Siri

Siri can set alarms quickly and easily.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri to set an alarm, along with the time. For example: "Set an alarm for 8pm", "Set an alarm for 5 minutes from now", "wake me up at 9am".

Siri will display the alarm widget on the screen. If you change your mind about the alarm, you can simply toggle it to "off". You can also tap the widget to be taken to the Clock app.

Note: Siri can?t set an alarm for more than one day in advance. If you try to use Siri to set an alarm further in advance, you'll be asked if you want to set a Reminder instead.

How to set a repeating alarm with Siri

If you want an alarm to repeat, for example, to wake you up at the same time every day, Siri can set that up for you as well.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri to set an alarm, along with the time. For example: "Set an alarm for 6pm every weekday" or "wake me up at 9am ever day".

When Siri displays the alarm widget, the repetition interval is show about the on/off toggle switch.

How to show current alarms with Siri

Over time, you may lose track of all the alarms you've set, especially inactive ones. Siri can show you list of all alarms, and their current status -- on or off.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri to: "Show all alarms".

You can quickly toggle any of the alarms shown from on to off or vice versa, or ask Siri to change or delete them. (See below.)

How to change an alarm with Siri

If you set an alarm, but later need to change it, Siri can handle that for you as well.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri which alarm you want to change, and what time you want to change it to. For example: "Change my 9am alarm to 9:30am."

How to turn off alarms with Siri

Nights get late, meetings get canceled, and plans change. If you no longer need an alarm, you can ask Siri to turn it off.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri which alarm you want to turn off. For example: "Turn off my 8am alarm" or even "turn off all alarms."

Note: Turning off is different than canceling or deleting. When you turn an alarm off, it remains available for you to quickly turn back on at any time, even manually. When you cancel or delete an alarm, it's gone completely and needs to be recreated if you ever want to use it again.

How to cancel alarms with Siri

When turning off alarms isn't enough, and you want them completely gone from your Clock system entirely, Siri a fast way to delete a specific alarm, and an incredibly fast way to delete all of them.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri which alarm you want to cancel. For example: "Cancel my 9:30am alarm" or go for the nuclear option and "cancel all alarms".

How to set a timer with Siri

Since the Clock app can set timers as well as alarms, Siri can set timers as well as alarms. Whether you're waiting for your cookies to bake, or your next set of circuit training to begin, Siri can make sure you always alerted at exactly the right time.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri to set the timer, and for how long. For example: "Set a timer for 10 minutes".

The Timer widget will remain visible on your screen until the timer goes off, or you leave Siri. Tap the timer widget to launch the Clock app and access the manual controls.

Note: Siri can only run one timer at a time. If you try to set another, Siri will ask you if you want to keep the current one or change to the new one. (See below.)

How to show, stop, or re-start a timer with Siri

If Siri is no longer displaying your timer, you can easily ask it to show you the timer again, and to pause/stop or start it whenever you like.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri what you want to do with the current time. For example: "Show timer", "stop timer", "start timer".

How to change a timer with Siri

Siri can also change the duration of a timer, if you need to increase or decrease the length for any reason.

  1. Press and hold down the Home button to activate Siri.
  2. Tell Siri to change the timer. For example: "Change timer to 5 minutes".

How to find out the time with Siri

What if you need to know the time in Cupertino, California so you don't miss that Apple keynote? Or you want to find out the time in Rome, Italy, so you don't wake up nono too early? Just ask Siri.

  1. Press and hold down the Home button to activate Siri.
  2. Ask Siri the time in any location around the world. For example: "What's the time in Rome, Italy?"

The annual Macy's Thanksgiving Day Parade ushered in a festive mood to a city still coping with the aftermath of Superstorm Sandy, while in the outer boroughs and New Jersey, volunteers served up hot holiday meals to storm victims.

In Afghanistan, huge hunks of beef, dressing, corn, collard greens, yams and mashed potatoes with gravy awaited about 2,500 soldiers in the dining hall. Nearby, service members played football.

Meanwhile, stores that typically open early Friday were getting a head start on Thanksgiving evening, hoping Americans would be willing to shop soon after they polish off their pumpkin pie.
